{"id":11391,"date":"2026-01-08T13:09:42","date_gmt":"2026-01-08T12:09:42","guid":{"rendered":"https:\/\/kwalifikacje.gov.pl\/dla-instytucji\/zespol-ekspertow\/"},"modified":"2026-10-08T14:43:10","modified_gmt":"2026-10-08T12:43:10","slug":"expert-panels","status":"publish","type":"page","link":"https:\/\/kwalifikacje.gov.pl\/en\/for-institutions\/expert-panels\/","title":{"rendered":"Expert panels"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The expert panel is appointed by the minister reviewing a given application for the inclusion of a market, sectoral or craft qualification.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the case of a qualification awarded after completion of postgraduate studies, the panel is appointed by the authorities of the higher education institution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The expert panel for the inclusion of qualifications in the IQS prepares:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>an opinion on whether the qualification should be included in the IQS,<\/li>\n\n\n\n<li>a recommendation on the assignment of a PQF level to the qualification.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">Who can become a member of an expert panel?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The person must have knowledge of the field to which the qualification relates and must also meet at least one of the following conditions:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>have experience of carrying out tasks similar to those that people holding the qualification will perform (i.e. be a practitioner),&nbsp;<\/li>\n\n\n\n<li>have experience of teaching others how to perform such tasks, for example as a vocational teacher or trainer,<\/li>\n\n\n\n<li>have experience of assessing the quality of how such tasks are performed, for example as an examiner or employer.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">An expert may also be someone familiar with the standards for describing qualifications, the rules for including qualifications in the IQS and the principles for assigning PQF levels to qualifications.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A person who participated in preparing the qualification description cannot be a member of the expert panel.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How many people are on an expert panel?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The panel consists of at least 3 people, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>at least 2 people who, in addition to specialist knowledge of the field to which the qualification relates, have experience of performing, teaching or assessing the quality of tasks to be carried out by people holding the relevant certificate,<\/li>\n\n\n\n<li>at least 1 person who knows how qualifications are described, how they are included in the IQS and how their PQF level is determined.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">How does an expert panel work?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The panel is led by a chair, who may, for example, be a ministry employee. The panel elects the chair from among its members at its first meeting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The chair sets the dates of panel meetings. They organise the panel\u2019s joint work on analysing the application and preparing the required documents, i.e. the opinion and the recommendation together with the correspondence table.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What does the expert panel take into account in its opinion?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">When preparing its opinion, the expert panel checks:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>whether the qualification responds to social needs, the needs of a particular industry or the labour market,<\/li>\n\n\n\n<li>what similarities and differences there are between the proposed qualification and qualifications already included in the Register,<\/li>\n\n\n\n<li>whether a PQF level can be assigned to the qualification, i.e. whether the learning outcomes are structured and described clearly enough,<\/li>\n\n\n\n<li>whether the description of the learning outcomes is appropriate and coherent, i.e. whether the learning outcomes are achievable and sufficient for a person holding the qualification to perform the relevant tasks properly,<\/li>\n\n\n\n<li>whether the general validation requirements will allow validation to be carried out reliably without being overly detailed.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">Can the expert panel make changes to the qualification description?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Yes. Any changes introduced must be agreed, for example during a joint meeting, with a representative of the entity that initiated the inclusion of the qualification in the IQS.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How is the PQF level of a qualification determined?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The expert panel:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>analyses information about the qualification,<\/li>\n\n\n\n<li>identifies the key learning outcomes,<\/li>\n\n\n\n<li>prepares a correspondence table in which the key learning outcomes are matched with the most relevant descriptors from:&nbsp;<\/li>\n<\/ol>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the Polish Qualifications Framework (in practice, the most important are the second-stage descriptors typical of qualifications of a vocational nature; the universal descriptors may serve as an additional reference point),<\/li>\n\n\n\n<li>the relevant Sectoral Qualifications Framework, if it has been included in the IQS,<\/li>\n<\/ul>\n\n\n\n<ol start=\"4\" class=\"wp-block-list\">\n<li>prepares a recommendation on the PQF level to be assigned to the qualification.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">What PQF level can an expert panel recommend for a qualification awarded outside formal education?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The panel may recommend assigning a PQF level from 1 to 8.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Who formally assigns the PQF level to a qualification?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The expert panel\u2019s recommendation is reviewed by the IQS Stakeholder Council. The relevant minister decides which PQF level is assigned to the qualification. In the case of a qualification awarded after completion of postgraduate studies, this decision is made by the authorities of the higher education institution.<\/p>\n\n\n\n<hr
