Sector Skills Councils
Employers, teachers, higher education lecturers, industry experts and ministry staff take part in the work of Sector Skills Councils. Together, they analyse changes and challenges emerging in individual sectors of the economy. Their cooperation results in recommendations for changes to vocational education and training that respond to the needs of a modern economy.
What are the tasks of Sector Skills Councils?
Sector Skills Councils act as advisory bodies to the President of the Polish Agency for Enterprise Development (PARP). Among other things, they:
- identify demand for competences in individual sectors,
- develop recommendations on vocational education and training,
- disseminate information on demand for competences and qualifications in a given sector of the economy,
- support the development of qualifications that meet labour market needs,
- initiate cooperation between employers and institutions providing education and training.
Under the IQS Act, Sector Skills Councils may:
- apply to the relevant minister for the inclusion of a Sectoral Qualifications Framework in the IQS,
- take part in assessing whether Sectoral Qualifications Frameworks should be included in the IQS,
- submit an application for the inclusion of a sectoral qualification in the IQS,
- take part in consultations on applications for the inclusion of market qualifications in the IQS,
- apply to the relevant minister for a review of a market or sectoral qualification included in the IQS.
Members of Sector Skills Councils may also take part in the work of expert panels that prepare an opinion on whether a given qualification should be included in the IQS and recommend the PQF level to be assigned to it.
